Money Management For The Public Good

Does money really represent resources?

If so, could there be a better way to manage the allocation of resources than social Darwinism? Can a willy-nilly competitive free-for-all intrinsically motivated by self interest really lead to optimal human conditions? Could the scientific method and systems engineering, motivated by human well-being, be applicable to resource allocation?

If not, why not?
